Research Security Training
1. Purpose
This Standard Operating Procedure (SOP) is issued under University Policy 19.045 Administering External Grants and Contracts. It provides the required procedures for meeting the research security training requirements for Federal applications as required under HR4346 and NSPM 33.
2. Definitions
Federal is defined as any agency or instrumentality of the federal government, including entities who are acting on behalf of and/or passing through Federal requirements as, for example, evidenced in a subrecipient relationship.
3. Scope
This procedure applies to all applications subject to OU Policy 19.050 Submission of Proposals for Support of Research or Other Activities to Governmental Agencies, Business or Industrial Concerns, or Other Organizations as well as 19.045 Administering External Grants and Contracts and is supported by 19.060 Export Compliance.
4. Procedure
For all Federal proposals, including Federal pass through: each individual identified as being responsible for the design, conduct, or reporting for the project including, but not limited to, all team members in the roles of a Principal Investigator, Co-Principal Investigator, Investigator, Co-Investigator, or Mentor must certify that they have completed the requisite research security training within 12 months prior to proposal submission. The training may be accessed via Canvas, access to the training may require .
Once complete, contact your OSP manager with your certificate of completion and the manager will send you a copy of the certification template for signature. Both the training certificate and signed certification must be uploaded to the Cayuse proposal form prior to submission to meet the Federal requirements. Failure to complete the training and certification prior to the university鈥檚 internal deadline may result in the inability to submit the proposal.
While submission and signed certification should allow the institutional authorized representative to affirm sponsor required attestations mandating this requirement, project personnel may still need to fulfill other sponsor requirements prior to submission individually, such as the certifications within senior and key personnel ancillary documents regarding participation in malign foreign talent recruitment programs.
